- Reciprocal Borrowing | Fauquier Library
RECIPROCAL BORROWING Reciprocal borrowing agreements provide patrons with Fauquier County Public Library cards the opportunity to borrow materials from several other county library systems, which are listed below. Library cards are free for county resident and for residents in areas that have borrowing agreements (see list below) with Fauquier County Public Library. In turn, residents of participating jurisdictions that extend privileges to residents of Fauquier County are entitled to use the Fauquier County Public Library without charge. Access to certain collections or resources may be exempt from reciprocal privileges. Reference The reference staff at Fauquier County Public Library endeavors to provide accurate information and materials in response to requests from library users in an efficient, courteous, and timely manner. To ensure that quality service is provided, only staff trained in providing reference service will work at the reference desk. Questions are generally answered in the order received, with priority given to questions asked by patrons in the library. Services available through the reference desk include responses to information requests (answers to specific questions, call number and holding of a specific book, recommendations on subject materials); instruction on the use of the library and library materials (indexes, online services, catalog, reference tools); bibliographic verification of items requested (title, author, publisher, ISBN, price); reader’s advisory (suggestions on books to read, videos to view, recordings to hear); referral to community services; and assistance in locating materials. Before responding to a reference request, staff must understand the question completely. When answering specific questions, staff will always cite the source of the answer. Personal beliefs, opinions, and experience are generally not acceptable sources of answers to reference questions but, if given, will be appropriately identified. Staff will accompany the patron to find the material requested if available in the library and confirm that the information meets the patron’s need. Telephone reference service is usually limited to supplying readily available information that does not require extensive research and that can be accurately imparted over the telephone. Extensive research that requires selection of appropriate materials, interpretation of data and sources, or analysis of information is best performed by the patron. Detailed information, especially that which is subject to analysis or interpretation, will not be relayed over the telephone. Samples of available materials can be gathered and held for patron pick-up. Telephone reference questions that can be answered quickly (two or three minutes) without affecting service to patrons in the library may be handled immediately. Questions that require more time to answer, or that are received while other patrons are waiting in the library, will be handled as callbacks. All callbacks will be cleared by the end of the day or the patron will be notified of any delay. Privacy will be considered when leaving messages on answering machines or with another household member. Reference staff will respond to written requests for information as time and activity levels permit. E-mail reference questions are checked by reference staff regularly and will generally receive a response within 3 business days. Branches receiving written requests outside the scope of their collection should forward requests to the central library. For answers requiring photocopies, patrons will be charged the current photocopy rate. Postage costs may be passed on to the patron. Additional care and caution must be exercised when providing legal, medical, or consumer information. To avoid misunderstandings, it is preferred that patrons visit the library to review this type of information, rather than receiving the information over the telephone. Reference staff will provide definitions, quote material verbatim, and direct patrons to information sources. Staff will not offer advice or opinions, condense or abstract information, or suggest a course of action or diagnosis. Staff will provide the source and copyright date for legal and medical information. All requests for reference information are confidential. Reference staff may consult with each other when necessary to serve the patron or consult with staff at other libraries, agencies, and organizations. The Library reserves the right to waive this requirement upon the showing of good cause. Organizations using the room shall not discriminate on the basis of race, color, national origin, sex, religion, age or handicapped status in the provision of services. Occupancy is limited to 100 by order of the Fauquier County Fire Marshal. The room may not be scheduled for use on days that the Warrenton library is closed. A non-refundable fee is charged for use of the room. However, a credit (good for one year) will be granted if two business days’ notice of cancellation is given. A reservation is not confirmed until staff has approved availability and received payment and a signed reservation form. Please consult the library’s fines and fees schedule for rental rates. Organizations may be asked to provide documentation of their non-profit status. The room and support facilities are provided “as-is” without warranty of any kind within the designated time period that they are suitable for any particular use or function. Groups and individuals are required to set up for their event, to return furniture and equipment to its original locations, and to leave the room and support facilities clean and in its original state. The library reserves the right to request a deposit if it anticipates that an event may result in more than normal wear on the room and / or if any food or beverage (excluding bottled water) will be served. The deposit will be returned if the room is found in good repair. Please consult the library’s fines and fees schedule for the deposit amount required. Renters are expected to bring their own supplies, including cleaning supplies. Trash cans, trash bags and a vacuum cleaner are provided. Renters must remove all event trash from library premises. If damage is incurred beyond the amount of the deposit, users will be charged for any necessary repairs. Organizations using the room assume responsibility for all damages, losses, replacement costs or injuries resulting from use of the facilities from the time they receive the key. Loss of building key must be reported immediately and the applicant will be responsible for associated costs to re-key the building. In the event a group fails to comply with the guidelines, they may also forfeit the opportunity to use FCPL meeting rooms in the future. Alcohol, smoking, vaping and use of tobacco are prohibited. Use of the fireplace or open flames for any reason are also prohibited. There is no designated parking for the room. Parking may be available on nearby streets and in public lots. Wireless Internet access is available; users must agree to the library’s Internet Use Policy. Storage facilities for a group’s materials are not provided. The library is not responsible for anything left in the room. In the event of inclement weather, the County of Fauquier and/or the Fauquier County Public Library will not be responsible for snow or ice removal. Applicants must accept full responsibility for safely clearing walkways to the facility and must further agree to hold harmless and indemnify the County, its departments, and employees for any claims against them which may arise out of their failure to do so. During severe weather events, please call the library branch or check website for operating status updates. The organization’s representative is responsible for notifying meeting attendees of cancellation due to library closures. If rental is unable to make the arranged date due to inclement weather, a credit (good for one year) may be issued. The library reserves the right to cancel or reschedule reservations at any time (or for any reason) if circumstances warrant.

Friends of the Library The Library Board recognizes the Friends of the Library as vital in supporting and promoting the library’s mission, goals, services, and resources. Friends also foster public support for the development of the library. Whereas, Library Board sets policy and establishes the goals of the library; the Friends of the Fauquier Library supports the policy and assists the Board in reaching its goals. It is the responsibility of the Library Board to work closely with Friends, to keep them informed about library service and to seek their assistance in achieving the best possible library service for the citizens of Fauquier County. The Friends of the Fauquier Library sets its own purposes consistent with the needs of the library. Cooperative projects for the benefit of the library are encouraged, provided no project compromises the Library Board’s responsibility for library policy and management. Cooperative projects should be selected by the library director, in consultation with the Friends board of directors for their appropriateness in meeting current need, practicality, and conformance to the policies of the Library Board. The library director or designated representative serves as the principal liaison between the Library Board and the board of directors of the Friends organization. Friends meetings should be held at least annually to plan and define projects which would be most beneficial to the library’s purposes. The Library Board and library employees are encouraged to lend active support to the work of the Friends through membership and participation in Friends activities.
