Our Mission The Fauquier Public Library is the hub of the community, connecting residents to resources, ser vices, and experiences that educate, enrich and inspire. Our History From its earliest days the Fauquier Public Library has been an important part of the Fauquier community. In 1907, the Warrenton Library Association formed a library for private use of its members. The association financed the library by hosting events to raise money. In addition to lending books, the Warrenton Library Association’s primary goal was to find a permanent home for the library. In 1922, Judge John Barton Payne, the Secretary of the Interior under President Wilson, and later, head of the American Red Cross, donated funds for a building on Main and Winchester Streets in Warrenton. The Warrenton library operated from this site, known as the John Barton Payne building, until 1982. Today the John Barton Payne building houses the Friends of the Fauquier Library Book Cellar, a used book shop, while the upstairs room is available for library events and as a community meeting room. During World War II the library opened three nights a week for use by the Signal Corps at Vint Hill and participated in the Victory Book campaign. In 1969, the Warrenton Library Association Board of Trustees voted to turn management of the library over to county officials. A fire in 1976 closed the library for two weeks. Only a small part of the collection was lost during the blaze but a 1924 portrait of Judge Payne by Gari Melchers was damaged. The restored painting now hangs over the fireplace mantel in the John Barton Payne building. In 1979, local businessman Edward L. Stephenson donated the current site, a former Buick dealership, for a Warrenton library. Private contributions and county funds were used to renovate the building and the library was dedicated in April 1982. The library has grown and evolved since it moved to Winchester Street. During the 1980s technology was introduced to library operations. The 1990s brought new and expanded facilities with a small branch library opening in Bealeton in 1991. The Warrenton library expanded to include a second floor at its present location in 1993. In 1996, the Bealeton branch doubled in size and a new branch library, the John Marshall library, opened in the Marshall Community Center. The Marshall branch doubled in size in 2001. A freestanding Bealeton library was completed in December 2003, and in November 2010 renovations to the Bealeton Depot were completed. The charming 800-square-foot historic depot is used as a program room for the Bealeton library and as a meeting room for business and community events. As Fauquier County has grown, so too has the need to provide library services. In September 2022, a book lending kiosk opened in the Vint Hill Community Center. The kiosk, with a collection of materials for children, teens and adults is accessible with a Fauquier Public Library card. While the library continues to change and grow with the times, it strives to maintain the ideals of friendly, thorough service adopted by the Warrenton Library Association when it started lending books in 1907.

Criteria for Adding Links to Library Website Website links added to the library website must enhance and support its mission to provide and promote materials and services that meet the individual interests and needs of the residents of Fauquier County. The author or developing body of the website must have an established reputation such as governmental, educational, and cultural agencies. Commercial, personal, and illegal websites as well as listservs and chatrooms are not considered for inclusion. Websites must be informational, educational, or related to reading, books, and have a neutral viewpoint. Websites must be updated regularly so that information is current and accurate. Websites must be easy to use with information logically arranged. Websites must be primarily subject-oriented. Advertising does not overshadow content, nor is it the primary purpose of the site. Websites with particular relevancy to Fauquier County, or Virginia may be considered for inclusion. Any staff member or library user may suggest website links. The library website committee is responsible for selecting links from the library website. The website committee includes the Public Services Manager, the Collection Development Manager and the Public Information Manager. Periodic checking of selected links is assigned to library staff. Personnel The Fauquier County Public Library is a Fauquier County government agency. All employment practices and personnel services are coordinated through the county human resources department. The Fauquier County Public Library supports and adheres to all laws and policies dealing with equal employment opportunity, the Civil Rights Acts, the Americans with Disabilities Act, fair employment practices, and other federal, state, and local legislation concerned with employment and hiring practices. The library employee handbook, given to all new employees, provides information about additional policies pertaining to library personnel practices. - Hours of Operation
Hours of Operation The Fauquier County Public Library will be open a minimum of 61 hours per week at the Warrenton and Bealeton branches and 49 hours per week at the John Marshall branch. The Library Board will determine days and daily hours of operation. The library will close on holidays established by the Fauquier County Board of Supervisors and at other times deemed necessary by the library director with the approval of the Library Board. Except in cases of emergencies, notice of closing will be posted in the library two weeks in advance and will be reported to the local news media. Regularly scheduled hours of operation will be established to best meet the needs of library users and will be evaluated by survey and/or public input on a regular basis. Local Government Documents The Fauquier County Public Library supports the County policy of providing public access to local government information. Documents published or produced under the authority of Fauquier County that are of “high interest” to the public and are not available on the County Web site or from the originating agency may be maintained by the library. These can include annual documents, such as the county budget, the Capital Improvements Plan (CIP), and financial reports, special reports, and major planning documents. Other documents of long-term interest including codes, ordinances, and comprehensive plans may be retained. Retention and storage of documents will be determined by the library, based upon currency and space. Adopted: 4/20/00 Revised: 11/22/04
- Distribution of Free Materials
Distribution of Free Materials Items that publicize community organizations and local events further the role of the library as the central source for civic, cultural, educational, and recreational information. Display space is available for community organizations to disseminate information. Posters and flyers displayed on the bulletin board may be no larger than 8½ inches x 14 inches. Bulletin boards may not be used for personal or commercial advertisements. Items may be displayed for a maximum of one month. Library staff will remove items that have expired or that have been posted for one month. Items removed will be discarded; library staff can not return posters and flyers that have been displayed. Items that may be distributed include flyers, brochures, leaflets, newspapers, and pamphlets that provide information about non-profit civic, educational, cultural, or recreational organizations and events. Materials that promote programs or projects of a personal or commercial nature may not be distributed in the library. Items may be distributed for as long as they are valid. If space becomes limited, preference will be given to items of a timely nature and to organizations or groups that have not recently distributed items. Literature related to political campaigns will be distributed for thirty days preceding an election. All items for posting or distribution must be presented to the library director for approval; library staff will date and place items on the bulletin board or in the information rack. Distribution or posting of items by the library does not indicate endorsement of the issues, events, or services promoted by those materials. Items left or posted without approval will be removed and discarded. Adopted: 2/17/05
- Library Behavior
Library Behavior The Fauquier County Public Library encourages people of all ages to visit the library. Those using the library and its resources have the right to expect a safe, comfortable environment that supports appropriate library services. People demonstrating disruptive behavior will be required to leave the library after one warning from library staff. Disruptive behavior includes, but is not limited to, noisy, boisterous actions; inappropriate conduct, such as eating, smoking, running, or loud talking; misuse of library property; uncooperative attitude; or actions that deliberately annoy others or prevent the legitimate use of the library and its resources. Abusive language and behavior toward staff will not be tolerated. Electronic devices may be used with headphones or when muted. Cell phones should be turned off or muted. These devices should be answered outside the library. Children and young people are expected to adhere to the same standards of patron conduct expected of adults. Parents or guardians are responsible for the behavior of their children while in the library. Young children who are unable to take care of themselves, make sound decisions or recognize dangers should not be left unsupervised in any area of the library. If a parent or guardian cannot be located, staff will call the appropriate authorities to report an abandoned child. Older children who are disruptive will be asked to leave the library. If the child cannot safely leave the library to return home on his or her own, staff will ask the child to call a parent. If no parent can be contacted, the library staff will allow the child to remain at the library under close supervision until a parent can be contacted. In the absence of parental contact, appropriate authorities may be called depending on the severity of the situation. Children who have not been picked up at closing time will be given the opportunity to call a parent. Children who have not been picked up within fifteen minutes after closing will be left in the care of proper authorities. - Fax Services
Fax Services The Fauquier County Public Library may provide telefacsimile (fax) services at branch libraries when it is not readily available in the surrounding community. Fax transmission may be available during operating hours, staff time permitting. Library services take priority over fax requests. The library will only send faxes; it will not receive faxes. Faxes will not be sent to international numbers, including Canada and Mexico. A minimal fee is charged for the service. Operation of the fax machine is restricted to library staff. Patrons are expected to remain in the library while staff is faxing their document(s). Any fax documents left at the library after 24 hours will be destroyed if no claim is made to them. Transmission errors are common and print quality is variable and not controllable by the library. The library does not guarantee delivery; patrons are responsible for ensuring their fax was received by the other party even if the library’s fax machine reports a successful transmission. The library is not responsible for any damage, loss of data or consequential damage arising out of use of this service. The library reserves the right to refuse to fax documents. The confidentiality of patrons’ fax documents will be safeguarded according to the library’s policy on privacy. Adopted: 4/20/17
- Interlibrary Loan
Interlibrary Loan The Fauquier County Public Library participates in the national interlibrary loan program in which library materials are made available by one library to another. Interlibrary lending does not relieve the Fauquier County Library from the responsibility of developing its own collection. The library will provide resources to meet the ordinary study, educational, instructional, and research needs of its users. Interlibrary loan service is available to patrons who are residents, attend school, own property in Fauquier County, or who have paid an out-of-county fee for a library card and whose borrowing record is in good standing. Requests to other libraries will be limited to those items which the Fauquier County Public Library might not be expected to own. The library will not make a disproportionate number of requests from the same lending library to ensure fair, equitable, and timely service within the constraints of budget and staffing. The library will honor any limitation on use by the lending library. The Fauquier County Public Library policy on lending materials through this program will be as liberal and unrestrictive as possible without infringing upon the interests of its primary users. All interlibrary loan requests for Fauquier materials must be initiated by a library participating in the national program. A fee will be charged to loan materials to out-of-state libraries. Patrons are responsible for charges or fines imposed by the lending library. Every attempt will be made to borrow items from libraries that do not charge fees for loaning materials. If a patron does not wish to borrow an item on which charges are imposed – (such as insurance fees, lending fees, photocopying charges) – it must be stipulated when the request is made. - Meeting Rooms
Meeting Rooms The Fauquier County Public Library maintains two large meeting rooms, the John Barton Payne Community Hall, at 2 Courthouse Square in Warrenton and the former Bealeton depot, located adjacent to the Bealeton branch library. Use of the meeting rooms is intended to further the library’s mission by facilitating the exchange of information and ideas. To that end, priority is given to library-sponsored programs and activities that supplement and enhance library services. The Library Board of Trustees has established guidelines and fees for the use of the rooms. The rooms may also be used by Fauquier County and Town of Warrenton government agencies. As available the room may be rented by non-profit organizations engaged in educational, cultural, intellectual, charitable, or civic activities based in Fauquier County, individuals or for-profit groups. Organizations may be asked to provide documentation of their non-profit status. Commercial activity conducted for the benefit of nonprofit, tax-exempt organizations is allowed. All other commercial activity is prohibited. No admission may be charged except to recover rental fees. No solicitation for goods or services may be conducted. The meeting room may be reserved up to ninety days in advance. Except for library and library-related programs, groups may not use the meeting room more than once a month. A single one-time event or a limited series of meetings may be scheduled at the discretion of the library director. Groups and individuals are required to set up for their event, to return furniture and equipment to its original locations, and to leave the rooms clean and in good condition. Use of the meeting rooms by an organization does not constitute endorsement of its policies or beliefs. Publicity must state the name and address of the sponsoring organization or the name and telephone number of the organization contact person. It must not state or imply that the program is jointly sponsored by the library. Groups should not advertise use of the meeting room until their reservation has been confirmed. Groups failing to comply with any part of this policy or established procedures may be denied further use of the meeting room. A denial may be appealed to the Library Board.
