Petitions, Surveys and Solicitation Petitions As a public institution, the Fauquier County Public Library must remain impartial in matters of local or national debate or controversy. For this reason library patrons or staff may not be approached for petition signatures while in the library. The library reserves the right to display petitions approved by the Library Board of Trustees which are directly related to library services or activities. Surveys The Board of Trustees of the Fauquier County Public Library does not permit surveys to be conducted within the library or on library property with the following exceptions: With the approval of the Library Board, surveys may be conducted by the library itself or by library-related groups such as the Friends of the Library, when information from such surveys will benefit the library and its patrons. Requests may be made to the Library Board to conduct surveys of informational or educational nature. Solicitation The Board of Trustees of the Fauquier County Public Library does not permit non-library affiliated persons, groups or organizations to sell, solicit or collect for goods or services on library property. Unclaimed Property & Lost and Found The Fauquier County Public Library is not responsible for the security of personal items brought into any library facility. Patrons are expected to keep their belongings, especially valuables such as wallets, purses, cell phones, and laptops, within their sight at all times. Reasonable attempts will be made to reunite an owner with a lost item. In some instances, the library may presume that an abandoned item may present a risk and will take appropriate measures to ensure the safety and security of patrons and staff. Perishable items such as food, personal care, baby bottles or water bottles, etc. will be thrown out. Other lost and found items will be dated and stored at central sites in all library facilities. If an owner satisfactorily identifies his/her lost item, it will be returned to him/her. Unclaimed Items such as wallets, purses, cell phones, and laptops, etc. will be turned over to the Fauquier Sheriff’s Department. All other items not claimed within a reasonable amount of time become library property. Unclaimed books will be added to the collection or sold with proceeds benefiting the library. Unclaimed money will be donated to the Friends of the Fauquier Library. Clothing will be disposed of or donated to a charity as appropriate. Bicycles that are chained to the bike rack for an extended period will be removed and turned over to the Sheriff’s Department. Patrons may check out a Kajeet SmartSpot , a filtered Wi-Fi hotspot that enables you to connect your mobile devices (e.g. laptop, smartphones, tablets, etc.) to the Internet. The Kajeet SmartSpots allow the Library to provide cost-effective educational broadband service to under-served populations. Library patrons can check out a Wi-Fi hotspot to complete homework assignments, apply for jobs or conduct business even in areas not served by hardwired broadband connections. Where can I borrow the SmartSpot? The SmartSpots can be borrowed from all three locations. What SmartSpot is best for me ? Kajeet SmartSpots are available for the AT&T, Verizon and T-Mobile 4G/LTE cellular networks. Devices may not be renewed. Devices may be placed on hold – patrons have two (2) days to pick up the device once notified of its availability. At checkout, patrons must present their library card and a valid (not expired) photo ID to library staff. At checkout, patrons must complete and sign a loan agreement. Once a SmartSpot is checked out to the patron, it becomes the responsibility of the patron. Device must be returned to the original borrowing location, and the loan agreement shall be completed. Devices cannot be returned in book drops. Devices are suspended/disabled once the due date has passed. Access to streaming video sites/content and services that consume large amounts of bandwidth (ex. software updates) are blocked. Many smartphones, tablets, etc., have applications that download data in the background (ex. podcasts, Spotify, Apple News, etc.) over a cellular connection and will cause you to burn through your data. You may want to check your settings and disable the majority of your apps from using data over a cellular connection: On iOS devices – Settings > Cellular; toggle off cellular access for all apps but the ones you need On Android devices – Settings > Data Usage > Cellular Data Usage – select those apps you don’t need and disable background data You may check your data use at any time at https://www.kajeet.com/sentinel/status.html. The Device Identifier number is required to check usage. That number is located on the Kajeet SmartSpot case. Devices are filtered. When not in use, power down/turn off your device. When using the device, it is recommended to not keep the device plugged into a power source. Place your device on a flat, solid and sturdy surface such as a floor or table. Ensure your device is not covered and has proper ventilation. Keep devices near room temperature when in use. Do not expose the units to extreme temperatures for extended periods of time. Do not expose the unit or its battery to water or other liquids. Do not drop the units and do not insert foreign objects into the battery or unit. If you have a unit that is showing any signs of overheating, please discontinue use of the device immediately and leave the device powered off and unplugged in a safe location. Possible signs of overheating, include, but are not limited to: a swollen and/or expanded battery, melted or distorted plastic, or a unit that feels hot to the touch.

JBP Meeting Room Policy The Fauquier County Public Library maintains the John Barton Payne Community Hall at 2 Courthouse Square as a meeting room intended for the exchange of information and ideas. To that end, priority is given to library-sponsored programs and activities that supplement and enhance library services. Fauquier County and other local government agencies may use the room for official business and are given priority. The room may be rented by non-profit or not-for-profit organizations engaged in educational, cultural, intellectual, charitable or civic activities; businesses may rent the room for education, meetings and training purposes. As available, the room may be rented by individuals for private or social events. After library or government use, priority is given to non-profits, not-for-profit organizations or businesses based in Fauquier County. The room may only be reserved by an adult 18 years or older. The Library Board of Trustees has established guidelines for room use and fees for the use of the room. Commercial activity and/or solicitation are prohibited. Fundraising, unless it benefits the Fauquier County Public Library or the Friends of the Fauquier County Public Library, is not allowed. Admission fees may not be charged to people attending meetings or events. Publicly funded institutions and accredited educational facilities may charge fees to cover the cost of materials and supplies. The room may be reserved up to ninety days in advance. Except for library and library-related programs, groups may not use the meeting room more than once a month. Regular meeting times are not guaranteed. A single one-time event or a limited series of meetings may be scheduled at the discretion of the library director. All users must adhere to the library’s Code of Conduct. Use of the meeting rooms by an organization does not constitute endorsement of its policies or beliefs. Publicity must state the name and address of the sponsoring organization or the name and telephone number of the organization contact person. Publicity must not state or imply that the program is jointly sponsored by the library. Groups should not advertise use of the meeting room until their reservation has been confirmed. Groups or individuals failing to comply with any part of this policy or established procedures may be denied further use of the meeting room. A denial may be appealed to the Library Board. Activities sponsored by Fauquier County or the library are not subject to the guidelines of this policy.
